when is it time to flare, i tend to ballon alot

The simplest explanation I can give is when the aircraft starts to sink after leveling off. Most students have a hard time with this exercise as did I when I started. The reason you?re ballooning is either
1)  The A/C is not trimmed and your fighting the controls 
2)  Panicking near the ground and using too much back pressure
3)  Lack of outside references. How fast are you sinking / how close is the runway??
Anyway there are lots of reasons for ballooning that the instructor should pick up on. A good way to practice the flare is slow flight to a stall because that?s essentially what you are doing. If you can control slow flight to a stall with out gaining or loosing altitude then take it back to the runway and apply those same techniques.

HI captbesweri

There can be many reasons why students have trouble flaring!
1) you should always pick an aimpoint on the runway and fly to that point (stay centerline)
2) When you arrive at your aimpoint you should just be starting your roundout into ground effect.
3) Once you round out in ground effect your eyes should transition to the end of the runway that way you can tell how high you are from the runway.
4) once you see and feel the aircraft sink you should start your flare, and your pull back on the yoke should be smooth till tuch down!

reasons for ballooning
from my experience students start to flare to soon! therefore the aircrat has to much speed and when you start your flare the aircraft wants to keep flying.
That is why it is important to transition your eyes to the end of the runway you can see when the airspeed bleeds off and know when to start your flare....you should tuch down just above a stall
